How do I form an intimate relationship?

I seem to have problems "opening up" to people and getting closer with them, specifically girls. I know for a fact that there are plenty of girls who would be willing to start a relationship with me but I do not seem to be able to take it any further than friendship. I simply do not know how to initiate anything. Ive tried being straightforward but it does not seem to work.
