To fellow Malaysian!( animal rescue question)?

there is this restaurant i always go to and i always see this poor dog sleeping around with full of infection at its legs. i am 13. Can i like call Paws or SPCA to come take the dog? my mom said they malas nak datang to just take one dog. and no my father do not like dogs he is not willing to bring the do there.
