From when they allow with shirts on in Thiruchendhur Temple?

yes as you said its true gents are not allowed inside with shirts , i too doesn't know this matter until i saw see your question , also another rule is that the tourists should not eat non vegetarian when visiting temple , so only these rules they have , and they following it strict they never reconsider this matter i think , because once the practice came into existence its difficult to change suddenly ,
