Whats wrong with this laptop?

ok i was given this laptop with no details except something is wrong with it. when i press the power on the fans blow for 1 second and stop, and both power lights stay illuminated but it does nothing and displays nothing.the power lights are on but no one's home so to speak. does anyone know the source of this problem i would like to repair if possible. thanx
